s=Defines which interface slot (1 or 2)
c=Defines which channel (1 to 2)
xxx.xxxxxx=Defines the transmit data rate in Mbps.
Resolution=1 bps.
Example: ITR=11002.047999 (which is 2.047999 Mbps) on slot
1 channel 1.
*Note: Interface types G.703 and GbEI cannot vary in
datarate.
